Japanese annexed passport for an American citizen. The issue date is April 13, 1898 and it was good through April 13, 1899. The place of origin was the American Consulate at Kobe. It was issued to a woman named “Helen B. Underhill,” and she has signed her name at the bottom. On the back is a list of rules and regulations for travel into the interior. It was still dangerous to travel in Japan, as the rules were very strict.
