Treaties signed aboard the USS Powhatan July 29, 1858. The treaty covers the opening to American ships of the ports, Shimoda, Hakodate, Nagasaki, and Kanagawa and grants extraterritoriality rights to Americans, fixed low import-export duties, as well as freedom of religious expression and the ability of the US to construct churches for its residents, for according to Daniel Webster, “God had placed coal for steam ships in the depths of the Japanese islands for the benefit of the human family.”
